Question: Neopets guild? 1np auctions?

In the rules its says that we aren't allowed to hold raffled, lotteries, competitions...etc... Am I allowed to hold 1np auctions? The members have to donate 20, 000NP before they can bid on my auctions... Is that against the rules? Thank you so much!
